No eye ring, white/gray throat and upper breast going well around to back of neck, pale yellow belly, crested, brownish head and wings, similar length bill, black bill and legs. Range is correct. With that said, I've never seen one and am working strictly off comparing photos. The photo below is from the Audubon web site.
