Going for Cooper's.  The bill is good-sized and the top edge seems to follow the curve of the head.  The head is good-sized and maybe a little bit blocky, though the hackles aren't raised.  The strong brow ridge and forward-facing eyes give a "mean" look rather than the so-called bug-eyed look.

This is a Sharp-shinned Hawk.  The blotchy orange streaking is one good clue.  I'm going to guess that this is a female as it is bulkier than what I'm used to, but it's not quite the right shape and color for a Cooper's.
