Northern Mockingbird odd behavior

This bird had an odd way of getting a drink.  He would fly from the guardrail surrounding the pool to the center of the water.  He would immerse his head for a couple of wing beats and then fly back to the rail.  His body did not make contact with the surface of the water.  He did not skim along the water's surface.  He performed this trick twice.  Have any of you seen similar behavior?

For starters. This bird is not a Northern Mockingbird. Looks to be a species of flycatcher. Maybe Eastern Phoebe? Not that great with them. 
But the most interesting part is how you saw it drinking. Super cool! Never seen that before. Maybe it wasn't drinking? Maybe it was trying to wash something irritating off it's head.

Eastern Phoebe is fine with me.  The mockingbirds are a daily sighting and the phoebes fairly uncommon.   Aquatic insects?  In my backyard pool?  The pool maintenance person was here this morning.
