Hi, All.  I  believe this to be a RBWP but it looked odd.  I think it is due to the distance/poor quality of the photo & the fact he is fluffing and windblown, but wanted to confirm.  He was incredibly high up in a dead tree.  June 2019.  Baldwin co. AL

Yes, this is just a fluffed-up (and maybe molting?) Red-bellied Woodpecker. Bold black and white stripes on its back and a red cap and nape are giveaways. In your range, there are no other woodpeckers with these characteristics.
