What duck? In the Bay Longbeach Island New Jersey

Probably male.

Regarding the colors, keep in mind this is a domestic Mallard, not a wild one.  This is from stock bred for the farm yard.  They come in a variety of color mixes.  It's common for them to escape, and feral ones often mix with 'pure' birds.

Think of it like a dog vs. a wolf.  One's been domesticated and bred for traits humans favor.  It's the same basic animal but the domesticated ones often look vary different, both from each other and from the original wild animal.

I think that's just the chick of the domestic Mallard (note the fluffy downy feathers on the upperparts). Even young domestic Mallards may look different from the typical wild Mallard chick.
