Yes, this looks like an immature Cooper’s Hawk. Note the upright posture, hooked small bill, barred tail, and long tail. While adults have gray upperparts, a black cap, gray nape, red eye, pale, reddish-streaked underparts, immatures have brown upperparts, white, heavily streaked underparts, and a yellow eye.

Immature Sharp-shinned Hawks differ from immature Cooper’s by their stockier build, thinner legs, and broad, blurry streaking.
