Swainson's Hawk?

It certainly could be a Red-tailed. However, to me this is a Broad-winged Hawk (BWHA). Looking at range maps, they appear to be regular across Alberta. The dark brown markings on the malar are strongly suggestive of BWHA, and BWHA would be much more likely to occur in a within the branches of a birch/poplar (as it appears to be in the photo).
