I spotted this hawk earlier this afternoon. It was hanging out along the river, it would perch for a minute or two and then move a short distance downstream. I've never seen one that looks like this before, but from the feathering on the legs, I'm thinking rough-legged hawk. It was smaller than a red-tailed hawk. If I'm correct, is it an adult of the light morph variety, or is it a juvenile?

I think this is a pale juvenile Red-shouldered Hawk.  The tail is too long and it appears to be too heavily marked on the upper breast for a Red-tailed.
