Pigeon
1st appears to be a Mississippi Kite. Not sure on the second, so won’t venture a swag.
Pigeon
That tail on No 1 does confuse me , being so rounded. Maybe a juvenile white tail kite?
Melierax
I'm not comfortable with Kites, but why not juvenile Mississippi Kite for #2?
Jerry Friedman
1. I think the short first primary is diagnostic for Mississippi Kite, and the tail is very dark.. 2. The tail looks too short for Mississippi Kite and the body looks too bulky. The tail doesn't have enough bars for a Red-tail, and I don't see patagial marks or a belly-band. I'm wondering about Broad-winged Hawk.

Phalarope713
I'm not sure what part of Texas you're in, but what about juvenile Gray Hawk for #2?
dvoribird
Mississippi Kite sounds good. Here's an even worse picture of #2: These were taken in east Texas, east of Beaumont.
akandula
I agree with @Jerry Friedman The second bird is definitely a juvenile light morph Broad-winged. And I agree with the first being an adult/immature Mississipi Kite.
