Due to the amount of black on the head, the dull bill, and the darkish flanks, I would lean Western. I don’t think this can be a pure Clark’s. HOWEVER, there are plenty of hybrids between these species, so I don’t think we can readily rule out the fact that this bird could have some Clark’s genes. Some hybrids look very similar to pure Western and would probably need closer shots.

I know this is disappointing, but I would report this as a Western/Clark’s Grebe. Maybe wait for experts...
