Saul Panzer
The eyes aren't right for a rusty, but it can't be a female Red-winged. What do you think? DSCN4330 by Fred Durkin, on Flickr
akandula
That's an immature male Red-winged Blackbird. The black feathers are gradually coming on this previously brown bird. Like you were saying, Rusty Blackbirds would have pale eyes, less streaking, and a thinner bill.
Saul Panzer
It's the throat that was throwing me off Red-winged. I've seen a ton of immature males, but never in this exact phase. Thanks!
