I A Munro
Apologies for the low photo quality. Seen briefly outside my kitchen window in San Francisco, CA on Sep 27 2019. Is this a juvenile accipiter of some kind? Thank you!
akandula
This is an immature Sharp-shinned Hawk due to the thick brown streaks on the underside, long, thinly barred tail, and small head. Cooper's would be less compact with thinner, more concentrated streaks and Merlins would have dark eyes. blackburnian
I agree.
The Bird Nuts
This looks like a male Cooper's Hawk to me -- I don't think it's compact enough for a Sharpie.

You may be right. At first glance, it looked bug-eyed, but now I’d agree with Cooper’s. Have always hated this ID.
akandula
@Tony Leukering Is there a more conclusive ID feature to say that this is a young Cooper's instead of a young Sharp-shinned? Thanks.
Tony Leukering
The tawny hood, chest streaking lacking crossbars, and fairly long white tips to rectrices all suggest Coop.
Nivalis
I definitely believe this to be a coopers Hawk
