I saw this bird today by San Francisco Bay. I'm guessing it's a Black Turnstone, but I wait to be corrected.

Great photo!

Yes, with that contrasting black and white plumage, this is unmistakably a nonbreeding adult Black Turnstone. 
The similar Ruddy Turnstone has a browner back and orange (not dark) legs.
