Well, since I have two strikes on hawks lately... I'm going for Red-tailed with the bulging secondaries.  Rough-legged would have some white on the underside of the wings and tail and all-dark undertail coverts, as far as I can tell.  With no red and no barring on the tail, but more of a streaky look, and a thick but uneven dark subterminal band, how about Harlan's?  I'd like to see some white on the head and breast, but I don't think that's decisive.  But in case I haven't made it clear, wait for other opinions.
