I saw a raptor -- not an Osprey -- take a fish from the water and bring it to shore to eat. The location is Setoda Sunset beach, on Ikuchi island in the Seto Inland Sea. I was able to photograph it only at a distance. I am wondering if it might be a White-tailed Eagle.  If not, other suggestions?

I think that this is an Eastern Imperial Eagle, but that would be rare. I just can't think of any other eagle with such contrasting trousers (thighs). Wait for more opinions.
