Winter
Agree with Red-Tailed Hawk and it appears to be of the Dark Morph (Harlan’s) race which tend to be most common in the Northwestern regions of US and Canada. ?
Melierax
Looks fine for classic western Red-tailed hawk (immature). Harlan's are darker with distinctive white patches, and lack the all red tail with crisp subterminal band.

Agreed, but the OP's bird looks fine for an adult to me (it lacks any barring on the tail except for the subterminal band).

There's some faint barring on the outer feathers, so it's molting. Unless I'm seeing things... also the light eye and yellow gape. Tony Leukering
Red-tailed Hawk -- not Harlan's; Tail banding in western Red-taileds is quite variable, though most have extensive barring; those with little often (usually?) have more bands on the outer tail feathers (see here), and the subject bird has at least partial bands on many rectrices. I cropped and brightened the tail to show those bands to better effect. The bird's paler eye might suggest that it's in its second winter, but I wouldn't want to put any money on it.
