Yes, this is a female American Kestrel. Note the two distinct black slashes across the face, which is unique to American Kestrels (at least among small falcons in your range). This can be safely sexed as a female due to the fine bars throughout the tail.

Prairie Falcons would have dark axillaries and have a different facial pattern.
