What hawk?
saw this bird eating mouse, blue everywhere, wings legs, never seen something like it. Did an internet search can't find a juvenile anything blue. Bim in northern NJ.

Tony Leukering
Merlins don't often prey on mice. And they're not entirely blue.

Tony Leukering
Yellow-crowned Night-Heron Great Blue Heron A gigantic Mountain Bluebird The problem with eyewitness testimony is that eyewitnesses are generally really poor at it. There is an extensive -- and I mean EXTENSIVE -- literature on the fallibility of eyewitness reports. Our brains are incredibly good at MIS-interpreting information. There are no bird species that occur regularly in New Jersey that are entirely blue. Mountain Bluebird has occurred, but it eats mice even more infrequently than does Merlin. New or inexperienced birders are regularly stumped in situations of seeing common species in poor or odd lighting, situations that experienced birders have learned to account for by making weird mistakes earlier in their birding lives.

Charlie Spencer
An color can be subjective. I recall a question in the last couple of days about a 'blue' bird that turned out to be a Brown-headed Nuthatch, a bird I've always thought of as gray. Vireo legs look gray to me, not blue as everyone else perceives them (or at least claims to; I think it's a conspiracy).
What hawk?
Here's a couple pictures, the blue was vivid.
Charlie Spencer
Zoomed in. This is just sick and wrong. I thought maybe some kind of corvid but the feathered legs rule that out.
The Bird Nuts
Wow. It's still not completely blue, but it looks like a hawk or Corvid that got stuck in a bucket of house paint. ? @What hawk? Did you see the blue color with your own eyes or did you only notice it in the photos?
What hawk?
Saw the blue with my eyes, if anything the picture doesn't do the blue justice.

The Bird Nuts
Normally I would say the blue is probably the downy feathers showing, but the color is on its tail feathers, so it's not that. All I can think of is that somebody spray-painted the poor thing! And it does look like a hawk, but I can't tell which species.
Kerri
There is a structure/house in the top left of the photos with a similar shade of blue in it. But would the bird be able to fly covered in paint? Wouldn't the feathers have all stuck together?

What hawk?
The blue looked to be a part of the bird, specific to it's feathers and legs.
