A woodpecker of some kind, can you help identify?

This guy is banging on this road sign every morning on our walk. I hear they do this to attract a mate. He's noisy and sounds like an impact wrench... Would like to find out exactly what kind of woodpecker this is. Near Portland, Oregon this morning near the Columbia River.

How did you determine the age? Woodpeckers are ageable to fourth-year, but the two feather tracts that can allow for that -- the primary coverts and the secondaries -- are not visible in the photo. Birds do not magically become adults on 1 January or any other particular date.
